This Practical Guide explains the contracting procedures applying to all EU external aid contracts financed from the EU general budget and the 10th European Development Fund (i.e. the program regulation such as DCI, ENPI, IPA, EIHRD, etc.). The purpose of this instrument is to provide all users, in an encompassing manner, with all the information necessary to undertake procurement or a grant procedure from the very first steps to the award of contracts.
